Conservationists say the areas help rebuild ecosystems harmed by overfishing and habitat loss, including helping fish recover. They’re also magnets for divers and snorkelers drawn to vibrant wildlife. California is considering proposals to expand the protected areas by another 2%. But some fishermen argue that it limits access without helping migratory species like swordfish. Final decisions are expected next year.
